Description: In June 2005, Malachy Walsh and Partners was requested to establish a Commuter Management Plan in response to the Cork City Managers Order requesting additional information in respect of the planning application for a proposed office and retail development at St. Patrick's Quay, Cork City.

The objectives of the ST. Patrick’s Quay Development Commuter Management Plan are as follows:

  • Adopt modal shift targets in accordance with those envisaged in CASP to reduce reliance on private cars;
  • Optimise the potential for access for alternative modes of transport, including public transport, cycling and walking;
  • Provide the necessary infrastructure to facilitate access by alternative modes of transport;
  • Develop the necessary organisational structures, technical management, legal and contractual elements to ensure a balanced approach to transport is adopted;
  • Develop an effective and balanced series of transport incentives and restraints; and
  • Develop a robust survey and monitoring regime to inform a regular review of access arrangements.

A summary of the main elements of this Commuter Management Plan includes the following:

  • Provision of physical facilities;
  • The appointment of a Commuter Plan Manager and establishment of a Commuter Management Committee to develop a partnership approach with all stakeholders;
  • A series of incentives and restraints to promote the use of alternative transport modes and reduce depending on private car use; and
  • Monitoring agreements to maintain and enhance the Plan.
